Plot.
Both are dependent on the other. He breaks into the passport authority to get to a passport. He is surprised and gets back to prison, where he is trained in military drill. After his release, he once again places himself with relatives, his sister and his brother-in-law. In a second-hand captain's uniform, he first takes a guard group in Beschaffung and with his help occupies the town hall of Köpenick, where all employees of the city administration subordinate themselves to the supposed captain. In this way the mayor is promoted to Berlin and Voigt presents himself a few days later to the authorities. At first all those present laugh about the prank, but then Voigt is shown the legal consequence. He comes back to prison, but shortly afterwards he is pardoned by the emperor.
