Mitsuo Suwa is an elementary school student who is not good at studying or sports. Perman No. 1 is entrusted with a helmet that increases his power 6600 times and makes his body immune to bullets, a cape that allows him to fly freely, and a badge that can also be used as a communication device and oxygen tank .
