Plot.
Moscow in the 1990s: Russia is on the verge of economic and political collapse, President Cherkassov (Barry Morse) is powerless against growing poverty, inflation, crime and corruption; marauding hordes of unemployed youths roam the streets, violence and chaos. The right-wing radical populist Igor Komarov (Patrick Bergin) enters the political stage, a ruthless opportunist who owes his fortune to the rise of the political elite.
